Execution of public affairs as distinguished from policy making.

The science and art of managing the operations and activities of a public organization.

What is authority?
The right to exercise power from a position placed according to accepted procedures.
What is legitimacy?
The condition of being correctly placed in a role and performing its functions correctly.
How is power most readily exercised?
When the source is recognized as legitimate by those subject to it.
What are ways to attain legitimation of power?
Appeal to tradition, institutionalization in societal structure, charisma, excellent performance, and participatory approaches.
