Long term depression is the decrease in strength of synaptic transmission from lack of stimulation.

A

neurohormones are released into capillaries and absorbed into the bloodstream and carried to neurons (this means it can time acter secretion to take effect)
neurotransmitters are released into synaptic gap and act within seconds-minutes.
