Describe Agencies
Slavery - freed 200,000 slaves
Refugee - 400,000 returned to their homes
Health - worked to defeat leprosy and started campaign to eradicate mosquitos helping defeat malaria
Weaknesses in structure
No army - hard to carry out sanctions
No GER USA RUS - worlds strongest countries not there (USA creates league)
League assembly met once a year - decisions had to be unanimous
What methods were available to settle disputes
Members could refuse to trade with that country
They could use their army or join with other countries army’s to use military force

20-21 : Åland islands to Finland
20 : Upper Silesia - GER vs POL
25 : Greece v Bulgaria : GRE invade, made to pay
How did depression make work more difficult
1) Self interest in own economy meaning league ignored and crises such as Manchuria
2) Let people such as Hitler come to power
Manchuria
1931-33: Japan invade China to expand empire. League wait a year to present report. Japan refuse and assembly votes against Japan. Japan leaves league
Disarmament
1932-34: Germany complains that only it had to disarm. League couldn’t get anyone else to disarm - Germany leave league and openly rearm
Abyssinia
1935-36: Italy invade Abyssinia, league can’t agree on anything whilst br and fr try to negotiate a secret treaty with Italy. League was seen as powerless
