Capital Offence
A crime punishable by death, or, the “capital” punishment in the law that the trail is being held. Death, a life time in jail. The highest crime someone can commit, in Canada that would be killing someone.

To protect or guarantee a right or freedom by ensuring that it can only be changed by an amendment to the constitution. (s. 33)

Surrendering an accused person to another jurisdiction to stand trail.

To put into effect.
Notwithstanding Clause
s. 33 of the charter. Allows federal and provincial governments to change s. 2 (fundamental freedoms) and s. 7-15 (legal and equality rights) in the charter.
Override
to prevail over. to be victorious over.
Right
A legal, moral, or social entitlement that citizens can expect, mainly from government.
