ATCO.B.001
Holders of a student ATC licence shall be
authorised to provide ATC services under the
supervision of an on-the-job-training instructor
(OJTI) in accordance with the rating(s) and rating
endorsement(s) contained in their licence.
Applicants for the issue of a student air traffic
controller licence shall:
be at least 18 years old;
have successfully completed initial training at a
training organisation satisfying the requirements laid
down in Annex III (Part ATCO.OR) relevant to the
rating, and if applicable, to the rating endorsement, as
set out in Part ATCO, Subpart D, Section 2;
hold a valid medical certificate;
have demonstrated an adequate level of language
proficiency (ICAO level 4)
Applicants for the first issue of an air traffic controller
licence shall:
hold a student air traffic controller licence;
have completed a unit endorsement course and
successfully passed the appropriate examinations and
assessments in accordance with the requirements set out
in Part ATCO, Subpart D, Section 3;
hold a valid medical certificate;
have demonstrated an adequate level of language
proficiency in accordance with the requirements set out in
ATCO.B.030.
The following items are permanent and must
appear on the licence:
State of licence issue;
title of licence;
serial number of the licence;
name of holder in full;
date of birth;
holder’s address, if required by the competent
authority;
nationality of holder
signature of holder;
competent authority;
certification of validity and authorisation for the
privileges granted, including the dates when they
were first issued;
signature of officer issuing the licence and the
date of such issue;
seal or stamp of the competent authority.

EU COMMISION REGULATION 2015/340 ART 6
ALLOWS THE NATIONAL AUTHORITY TO
REVOKE, SUSPEND, OR VARY ANY CERTIFICATE,
LICENCE, OR OTHER DOCUMENTS.
There are 3 reasons that may lead to action with
regard to an ATCO’s licence or rating(s). These are:
deficiency in, or doubts about, competence to
provide an ATC service;
doubts about whether an individual is a fit person to
hold a licence, in relation to their character or
behaviour, including their integrity, reliability and
self-control;
inability to meet the appropriate medical standards
holders of a class 3 medical certificate shall,
without undue delay and before exercising the privileges of
their licence, seek aero-medical advice when they:
Have undergone a surgical operation or invasive procedure.
Have commenced the regular use of any medication.
Have suffered any significant personal injury involving any
incapacity to exercise the privileges of the licence.
Have been suffering from any significant illness involving
any incapacity to exercise the privileges of the licence.
Are pregnant.
Have been admitted to hospital or medical clinic.
First require correcting lenses.
Class 3 medical certificates shall be valid for a
period of:
24 months.
The period of validity of class 3 medical
certificates shall be reduced to 12 months for
licence holders who have reached the age of 40.
A medical certificate issued prior to reaching the
age of 40 shall cease to be valid when the
licence holder reaches the age of 41.
Revalidation
Aero-medical examinations and assessments for the
revalidation of a medical certificate may be
undertaken up to 45 days prior to the expiry date of
the medical certificate.
f the holder does not comply with point (b), a
renewal examination and assessment shall be
required:
If less than 2 years, a routine revalidation.
More than 2 years, the AME shall assess the
medical records.
More than 5 years, full revalidation required

SERA.3101 NEGLIGENT OR RECKLESS OPERATION OF AIRCRAFT
An aircraft shall not be operated in a negligent
or reckless manner so as to endanger life or
property of others.
SERA.3105 MINIMUM HEIGHTS
Except when necessary for take-off or landing, or CAA
permission, aircraft shall not be flown:
Over congested areas of cities, towns or settlements.
Over an open-air assembly of persons.
Unless at such a height as will permit, in the event of an
emergency arising, a landing to be made without undue
hazard to persons or property on the surface.
The minimum heights for VFR flights shall be those
specified in SERA.5005(f) and minimum levels for IFR
flights shall be those specified in SERA.5015(b)
SERA.3115/20 DROPPING OR SPRAYING & TOWING
Dropping or spraying from an aircraft in flight and an
aircraft or other object shall only be towed by an aircraft
and be conducted in accordance with:
Union legislation or, where applicable, national legislation
for aircraft operations regulated by Member States.
As indicated by any relevant information, advice and/or
clearance from the appropriate air traffic services unit.
SERA.3135 FORMATION FLIGHTS
Aircraft shall not be flown in formation except by prearrangement among the pilots-in-command and, in
controlled airspace, in accordance with the conditions
prescribed by the CAA which include:
One of the pilots-in-command is flight leader.
Operates as a single aircraft with regard to reporting.
Separation between each a/c…. – shall be responsibility of
the flight leader and other pilots.
For state (military) aircraft, separation according to Chicago
convention, else, a distance not exceeding 1km (0.5 nm)
laterally and longitudinally and 30m (100ft) vertically from
the flight leader shall be maintained by each aircraft.
SERA 3210 – RIGHT-OF-WAY
(a) AN AIRCRAFT WHICH HAS THE RIGHT OF
WAY SHALL MAINTAIN ITS HEADING & SPEED
(c) AIRCRAFT OBLIGED TO GIVE WAY SHALL
AVOID PASSING OVER…UNDER…OR CROSSING

SERA 3210 (C)(2) - CONVERGING
When two aircraft are
converging at
approximately the same
level, the aircraft that
has the other on its right
shall give way
SERA 3210 (C)(3) OVERTAKING
THE OVERTAKING AIRCRAFT SHALL ALTER COURSE TO RIGHT
AND REMAIN CLEAR
SERA.3210 (C)(4)&(5) LANDING /TAKE OFF PRIORITY
An aircraft in flight, or operating on the ground
or water, shall give way to aircraft landing or in
the final stages of an approach to land.
Where two or more approaching, higher gives
way, but lower shall not cut in or overtake.
If aircraft compelled to land, has right of way.
Aircraft taking or about to take off have right of
way over A/c taxiing on the manoeuvring area
SERA.3210 (D) SURFACE MOVEMENT
Two aircraft approaching head on, each stop, or
alter course to the right to keep well clear.
Two converging, the one which has the other on
its right shall give way.
Aircraft being overtaken by another has right-ofway - overtaking aircraft keep well clear.
Aircraft shall stop at all runway holding points
and/or all lighted stop bars, unless clearance to
enter runway given and stop bars turned off
SERA.3210 (D)(4)(III&IV) - VEHICLES
Emergency vehicles proceeding to an aircraft in
distress shall have priority over all other surface
traffic. In addition:
Vehicles and vehicles towing aircraft shall give way
to aircraft which are landing, taking off, taxiing or
being towed.
Vehicles shall give way aircraft under tow.
Vehicles shall give way to other vehicles in
accordance with ATSU instructions.
In addition, vehicles and vehicles towing aircraft
shall comply with ATC instructions.
SERA 3225– FLIGHT IN THE VICINITY OF AN AERODROME
An aircraft operated on or in the vicinity of an
aerodrome shall:
Observe other aerodrome traffic for the purpose of
avoiding collision.
Conform with or avoid the pattern of traffic.
Except for balloons, make all turns to the left, when
approaching for a landing and after taking off, unless
otherwise indicated, or instructed by ATC.
Except for balloons, land and take off into the wind
unless safety, the runway configuration, or air traffic
considerations determine that a different direction is
preferable.
