Definition of GSP
a parliament which values and prioritises gender equality as a social, economic and political objective and reorients and transforms a parliaments institutional culture, processes and practices, and outputs towards these objectives.
4 dimensions of GSP
- equal representation (how MPs might be selected, elected to parliament, and how they are integrated into parliament’s core activities…)
- infrastructure (buildings/furniture, official rules, working practices)
- culture (informal/formal institutional norms, practices…)
- gender equality policy/women’s substantive representation (subjecting the work to a gendered analysis - asks whether parliaments acknowledges perspectives/needs/interests)
3 recommendations of the report
- commitment to diverse artwork - 10 year rule
- production of a diverse website
- provision of more inclusionary social spaces
Institutionalisation
Successful institutionalisation involves not only determining necessary reforms relevant to a particular Parliament and its circumstances but in identifying the actors and means through which reforms are implemented, and GSP Standards maintained. Parliament as an institution, both political and administrative, to work towards a GSP
Vertical segregation
positions of power - dominant groups more represented ‘legislative seniority’
