General Concerns of Disasters
Disasters create a complex set of demands that must be met by a number of different paid and volunteer groups.
Major Concerns of Disasters
- Rescue of the living
- Care/medical attention for survivors
- Removal of those not involved
- Protection of disaster area
- Marking the location of fatalities
- Removal of the dead
- Identification of remains and certification of death
- Notification of the next of kin
- Final disposition
- Psychosocial and spiritual needs of the bereaved
Responders of Disasters Include:
- Medical
- Police
- Fire
- National Guard
- Volunteers
- Clergy
- Counselors
- Scientific Experts
- Government Representatives
- Funeral Directors
Funeral director’s role during a disaster:
Providing organized care and preparation of deceased disaster victims.
Special Disaster Activites Include:
- Communication among responders and with the public
- Identification of injured and dead
- Notification of the next of kin
- Distribution of care, supplies, and materials
- Consolation of sick, injured families, and survivors
Legal Considerations:
- Jurisdiction over disaster workers
- Responsibility for disaster recovery activities
- Financial- who will pay for recovery efforts- state, federal, local governments or the private sector?
D-MORT
Disaster Mortuary Operational Response Team
- Provides all authorities with technical assistance and personnel to facilitate the difficult tasks of recovery, identification, processing, preparation, and disposition of deceased victims.
- Composed of 25 primary responders and has additional team base of 100 members
- established by NDMA (National Disaster Medical System)
Federal Disaster Response Plan
- established in 1990 by the US Federal Government
- has 13 emergency support functions
National Disaster Medical System:
- Responsible for the recovery, identification, and processing of the fatal victims of any disaster.
- Established D-MORT team in each of the Federal Emergency Management Agency’s 10 districts.
D-MORT teams are composed of the following individuals:
- Medical Examiners
- Coroners
- Pathologists
- Anthropologists
- Medical Records and Finger Print Experts
- Forensic Odontologist
- Dental Assistants
- Xray technicians
- Funeral Directors
- Mental Health Consultants for the team members
- Security Officers (Police)
- Administrative Assistants
- Supply Specialists
- Computer Analysts
Location of D-MORT
- Rockville, MD
- maintains mobile mortuary container depots
- has equipment and supplies ready for immediate deployment to any disaster in the US.
- has a complete morgue with 50 work stations
Emotional Support
Available to all D-MORT teams and all disaster workers. They receive emotional intervention from trained mental health professionals.
