What was Option 3?
Negotiate with the contractor to manage the scope of works.
What did you first envisage when you thought there may be a way of managing the works effectively?
What do you mean by ‘working in isolation’? Why would this be ‘impractical’?
What does ‘operating in a transparent and collaborative manner’ mean? What would it involve?
What does ‘open book’ mean? Why would this be necessary? How would this work?
How would the works be ‘joint planned’? Why would increase the likelihood of success?
Did you consider the additional works involved in managing the works in this way? What were the additional works? Did you estimate costs for this?
Cost assessment -
- How would instructions be issued ‘at the appropriate time’? Why would these result in a cost saving? Did you estimate this, perhaps as a %?
- Why would there be additional fees? Why would there be additional preliminary costs? Did you estimate the costs for these?
- Did you consider what the implications might be of exposing rates to maintaining contractor profit (eg market rates)? Did you estimate costs? How would the contractor demonstrate additional costs? What % rate of profit would they be allowed? If costs are not demonstrated, what would be the basis for determining costs? How would you ensure value for money if the contractor can simply just claim for costs that they have incurred? Was a new criteria established for submitting costs and ensuring value for money (eg suppliers/subcontractors needed to be competitive)?
Time assessment -
- what does issuing instructions at ‘optimal time’ mean? Why would this method enable optimal time issuing as opposed to simply standard contract procedures? Did you estimate the time saving?
-why would there be additional time for agreeing costs or planning the works? Did you estimate this?
Quality assessment -
- What does ‘optimised by using contractor’s expertise’ mean in relation to maintaining quality?
Risk assessment -
- What additional resource exactly would be required? Why might the contractor or client object to this?
