Joint Planning Process
is an orderly, analytical process that consists of a logical set of steps to analyze a mission, select the best COA, and produce a joint operation plan or order

Appropriate authority recognizes the potential for military capability to be employed in response to a potential or actual crisis
- Mission analysis
CDR’s staff is responsible for analyzing the mission and proposing, if required, a restated mission for CDR approval, thus allowing subordinate and supporting commanders to begin their own estimate and planning efforts and for higher HQ’s concurrence
- COA Development
is a potential way to accomplish the assigned mission. All COA developed must have the same essential task and purpose
- COA Analysis
Process to reveal details that will allow personnel to tentatively ID COAs that are valid and then compare COAs. (Feasible? Acceptable?)
- COA Comparison
It is a subjective process; COAs considered independently and evaluated/compared against a set of criteria established by the CDR and staff
- COA Approval
staff briefs CDR on the COA Comparison and the analysis & wargaming results, includes a review of important supporting info. (Staff determines best COA to recommend)
- Plan or Order Development
Deliberate planning will result in plan development; Crisis action planning will lead directly to OPORD Development

- Strategic Guidance
inititates planning, provides the basis for mission analysis, and enables planners to develop a shared understanding of the issues, OE, obj, and responsibilities (1-2)
- Concept Development
is the process of identifying a solution or way to achieve success after analyzing a number of COA options (3-6)
- Plan Development
is used to fully develop a feasible plan or order that is ready to transition into execution
- Plan Assessment
is a continuous review and evaluation of plans. It determines one of four possible outcomes: refine, adapt, terminate, or execute
