What is the primary use of the TIC camera?
The primary use of the TIC for the fire department is for conducting search/rescue and crew accountability tasks.
Why is lobby sector so important?
A Lobby Sector is used to control access to a building or area during fires, hazardous materials incidents, rescue operations or any other situation where it is necessary to control and maintain accountability for the entry and exit of personnel.
What needs to be considered when using the TIC?
While the TIC may enhance the operation of the crews on the fireground, it is imperative to realize, that with any tool, there are limitations.
When should Self-Contained Breathing Apparatus be used by all personnel operating?

The incident commander shall consider air management a critical fireground factor when evaluating the risk management profile of a building, performing size-up, and determining the strategy. Command will assist companies in air management by:
• Controlling position and function of crews in the hazard zone (accountability)
• Maintaining an awareness of how long crews have been working (elapsed time
notifications)
• Insuring adequate resources are on-scene to maintain a tactical reserve (layered
resources)
• Assigning companies to multiple points of egress (150’ rule)
• Relieving and rotating operating crews as needed (recycle / rehab / on-deck).
A Battalion Chief along with his FIT should be placed in each sector to insure the actions of crews working within the sector accomplish the tactical objectives. The FIT assumes the role of assistant safety officer while the BC focuses on tactics in the sector. The responsibilities of the BC / FIT team in the sector include:
• Performing size-up and determining tactics for the sector
• Accountability of members operating in the sector (passports, tagging hose lines)
• Requesting resources and maintaining a reserve of “on-deck” companies
• Tracking operating crews time on air
• Managing rotation of crews and providing relief either through recycle or rehab
• Providing command with frequent PACAN reports
What is the responsibility of the first arriving company officer during a trench rescue?
First arriving company officer shall assume Command and begin an immediate size- up of the situation while ensuring that apparatus remains at least 50 feet from the location of the trench failure. Command shall announce that Level 1 staging should take place at least 150 feet from the trench failure.

This procedure establishes a standard structure and guideline for all fire department personnel operating at incidents involving trench rescue operations. The procedure outlines responsibilities for first-responders, TRT units, Command Officers, and other fire department personnel responding to such incidents. All other Phoenix Fire Department procedures shall apply to trench rescue operations where applicabe
PURPOSE
The purpose of this procedure is to establish guidelines for the response of fire department personnel and equipment to trench rescue incidents. Because trench rescue operations present a significant danger to fire department personnel, the safe and effective management of these operations require special considerations. It shall be the policy of the Phoenix Fire Department that NO personnel shall be allowed into an unsafe trench or excavation. This procedure identifies some of the critical issues which must be included in managing these incidents.

For the purpose of emergency response, an excavation shall be defined by any depression, hole, trench, or earth wall, man made or natural, of four feet or greater.
