Is the morphological pattern governed by the syntax?
Yes=inflection
Same basic concept
does the word-form hold the same basic idea as the base?
Yes=probably inflection

Are the features obligatorily expressed in all applicable word-forms?
Yes=inflection
Limitation
How productive is the application of the affix?
Inflection=no arbitrary limitations
Derivation=a lot of arbitrary limitations
Abstractness?
In general, inflection tends to be more abstract in idea
Compositionality?
Inflectional meanings are predictable, but derivational ones aren’t necessarily predictable, or compositional, at all
Base allomorphy?
Derivation tends to create more varied base allomorphy whereas inflectional tends to be the same
Word class change?
Inflection never changes the word class; if there is a word-class change, it is immediately derivational
Cumulative expression?
Can more than one thing be expressed in the single form? If yes, it is probably inflected. Derived forms tend to only express on thing.
Iterabililty?
You will never “double-up” on an inflected affix, whereas you can do so with derived forms (re-rewrite, for example)
