- Religion in 1603 was relatively stable -> a compromise that satisfied most.
- Catholics were a tiny minority in hiding.

- Underfunded -> lack of resources pluralism war problems.
- Few with university degrees chose priest hood -> poor quality -> poorly paid priest hood.
- Puritans biggest critics of church -> especially preaching.
