Why aren’t all hunting licenses free?

A

The amount of money that the Hawaii State Legislature allocated to DLNR/DOFAW is insufficient to run Hawaii’s hunting section of it’s wildlife program. The funds received are put into the Wildlife Revolving Fund and is used on wildlife projects throughout the state, but primarily on public hunting.
