OBJECTIVE EVIDENCE
Qualitative or quantitative information, records or statement of facts pertaining of safety or existence and implementation of a safety management system element, which is based on observation, measurement or test and which can be verified.
OBSERVATION
Statement of fact recorded during a safety management audit which is substantiated by objective evidence.
Non conformity
Observed situation where objective evidence indicates lack of fulfilment of a specified requirement of this code
Major nonconformity
An identifiable deviation which poses a serious threat to the safety of personal or the ship or which poses a serious risk to the environment and include a lack of systematic and effective implementation of a requirement of this code.
Functional requirements of SMS
- Safety and environmental protection policy
- Procedures and instructions for safe operation and pollution prevention as per nat/international legislation
- Defined level of authority & clear lines of communication
- Procedures to report incident and non conformities
- Procedures to prepared and respond to emergencies
- Procedures for internal audits and management reviews
Company responsibilities and authorities
- If the Entity responsible for operating and managing the ship, is different from the owner, then the owner must inform the administration full details of the such entity such as name , address , etc.
- Company is responsible for define and document responsibilities, authorities and interrelation of all personnel who MANAGE , PERFORM, or VERIFY work related to or affecting - safety and pollution prevention.
- Company to provide adequate resources and shore based support to designated person(s) in order for them to carry out their duties diligently.
