A
  1. Must have valid Authority to operate or Interim ATO From NETWARCOM Network Authorizing Officer
  2. Submit IP services request message in accordance with Global Communications Information Bulletin 3A
  3. Services provided via satellite require valid Satellite Access Authorization for the intended satellite RF.
