German 4

A

Up until the1850s Austria had been a dominant force within the confederation, however after the creation of the Zollverein Prussia became more prosperous than ever and soon emerged as strong force within the confederation. This weakened Austria and they lost economic control. The Nationalverein was created which was the first German organisation to look to Prussia for leadership over Austria, emphasising their new control over the confederation and Austria loss of power.
