A
- states change the was they approach the int. sphere - comes from learning from the successes and failures of own and others policy

Orders of Change
A
- 1st - smalls types of change (e.g. changing # of troops on the ground)
- 2nd - tools used to achieve a particular goal (e.g. chosing to use PMCs)
- 3rd - fundamental change in thinking or ideas about policy (e.g. invasion becoming seen as the wrong way to deal with humanitarian crisis)
