Created by/between states to serve a specific purpose. They are governed by public international law
Purposes of IOs
-Forum to discuss international issue
-Express and carry out mandate
-Resolve disputes
IO missions
Preservation of human rights
Global Health (WHO)
Economic (World Bank, World Trade Organization)
Technology (IAEA)
Regional (ECOWAS, EU)
Frankenstein Problem
In creating IOs, states create an institution with a life of its own and the power to potentially act contrary to said state’s interests
How can states regulate IOs?
-Setting the scope of the IO’s agenda or mission (founding members/treaties determine what the IO can do and when)
- Funding!
How can IOs exercise power over states?
-Controlling state withdrawals (by forbidding it or limiting it)
-Raising revenue apart from states
-Acting without member state approval
-Making binding decisions on a state’s behalf
UN Security Council
Arm of the UN tasked with maintaining international security
Security Council Structure
Permanent 5 members: US, UK, China, Russia, and France
Rotating list of 10 other countries who each serve two year terms.
9 out of 10 need to agree on something before it can pass (including the P5)
Members agree to accept and carry out council decisions
Use of Force
efforts to coerce a state’s choices through means greater than funding but less than an armed attack
Countermeasures
An otherwise unlawful tactic designed to stop the unlawful actions of another states.
