  1. Obtain full DETAILS.
  2. Assemble people in a CLEAR AREA with an officer.
  3. If possible, ISOLATE witnesses from each other.
  4. SCOPING interview.
  5. Establish if anyone has LEFT the AREA.
  6. If the witness has made PHONE CALL(s), establish who to.
  7. Record regos for VEHICLEs.
  8. Seize CCTV.

Suspect at the scene (12)

A
  1. SEPARATE the suspect from others at the scene.
  2. Consider their CONDITION (injured, 1K, 1M?)
  3. Ask them to REMAIN at the scene and cooperate. REMOVE from the scene ASAP by consent or lawful justification.
  4. If they refuse to cooperate, consider ARREST.
  5. PREVENT CROSS-CONTAMINATION by using different officers if possible.
  6. BOR cautions as appropriate.
  7. Consider SEARCHING them, their vehicle, possessions.
  8. Consider searching the VICINTIY.
  9. Note APPEARANCE and BEHAVIOUR.
  10. RECORD everything said. Consider PRE-LIM.
  11. INTERVIEW on video wherever possible.
  12. BRIEF the OC.
