Initial responders primary functions
- Attending scene at an early stage
- Taking control of the situation
- Co-ordinating tasks
Health and safety expectation
- Take reasonable care to ensure acts or omissions do not adversely affect the health and safety of other persons
- Comply with any reasonable instruction in order to comply with the HASAW Act
- Take immediate action to stop any perceived or potential breach of the act
Incident not initially identifiable as homicide

Initial responsibilities - VAWSEEPO
Victim - Identify and locate
Appreciation - Make an initial appreciation. Assess personal risk and then preserve lives of others.
Witnesses - Locate and contain witnesses.
Scene - Preserve the scene
Exhibits - Note evidence and preserve any that would otherwise be lost or destroyed.
Elements - Consider whether the ingredients of the alleged offence have been established.
Powers - Identify what powers are available and whether to execute them.
Offenders - Identify and apprehend suspects.
Aim definition
A short (one line) statement which succinctly demonstrates a single objective.
Factor definition
Any circumstance or fact that could possibly have an effect on the way in which the aim will be achieved.
Courses open definition
A list of all the possible ways the aim could be achieved, bearing in mind the factors, and the deductions made from those factors.
Plan definition
A proposed course of action designed to put the selected course into action in order to achieve the desired aim.
To obtain from informants
- identity and location of the suspect
- precise details of the scene location
- identity of the victim
- details of anyone else at the scene
Categories of victims medical status
- Alive and uninjured
- Alive but injured
- Shows no signs of life
Actions on arrival with victim at hospital
- Obtain a medical opinion on victims current medical condition
- seize the victims clothing and other possessions
- Establish the victims identity
- Obtain pre-transfusion blood sample using PTK
- Seize discarded medical bandages, note location
- Note and photograph injuries
Factors to consider for admissibility of dying statement
- Nature of statement
- Contents
- Circumstances relation to the making of the statement
- circumstances relation to veracity
- Circumstances relating to accuracy of observation
Actions when victim shows no signs of life
- Consider calling ambulance. If body must be moved, record original position
- Remain with body until received
- Arrange doctor to pronounce life extinct unless obvious
- Treat victim as a scene
- Instruct medical staff to leave clothes on body
Action to preserve scene - Identify
- Gather information and carry out initial assessment
- Consider warrantless powers to deal with evidence
- Establish Crimes scene, thinking wide
- Consider and Establish CAP
Appreciation definition
A proven method of problem solving. The process follows a series of set steps to ensure the optimum course of action is decided upon. It considers all appropriate factors and weighs risks and benefits of all alternative solutions. It is an ongoing process that involves continually thinking through each piece of new information.
