Objectives
- Identify the offender
- Identify and locate evidence such as vehicles, discarded clothing, weapons and other articles
- identify witnesses

Appreciation process for area canvass
- Determine the parameters and objective of the canvass
- Consider method and timing of enquiries
- Consider to what extent and for what purpose the canvass is being carried out
- Consider information obtained from what has already been done
Relevant locations which may influence the setting of location parameters
- Scenes (where victim/offender have been present, where offence took place)
- Premises within the line of sight of scenes
- Access and egress routes to and from scenes
- Areas where an offender may have lain in wait
- Location where victim was last seen alive
- Locations frequented by the victim
A risk assessment of the area to be canvassed should be conducted identifying:
- Violent offenders
- Persons wanted by Police
- Groups with linguistic or cultural needs
- Local incidents or issues people may raise with Police.
Time parameters should be set for:
- The offence (time between which it occurred)
- The scene (when people visited)
- Sightings
- Previous residents and visitors
Witnesses may include people who have witnessed:
- Events connected to an incident under investigation
- Sightings of the victim or offender before or after the event
- Sighting of other potential witnesses
- Sighting of relevant property or vehicles
Key points for team briefings
- Summarise the situation, and
detail duties and areas of responsibility - Emphasise need for thoroughness
- Stress that the questionnaire is only a guide, more questions may need to be asked
- Advise that evidence of possible probate value must be obtained in a FWS and questionnaire endorsed
- ## Consider visiting the area to reconcile actual address with maps
The OC area canvas should continually review newly completed canvass form in order to:
- Provide quality assurance
- Identify lines of enquiry
- Monitor ongoing progress
- Facilitate the detailed recording of progress
A detailed master record of progress should show:
- Which addresses have been visited
- Which occupants have been interviewed
- The documentation completed
- Any relevant comments
Points to consider that may benefit the canvass:
- Use of experts/cultural advisors
- Use of an aide-memoir/script to provide ready access to relevant information
- Leaflets to leave behind providing details of investigation and contact numbers
- Supplementary practice e.g Media, Mail Drop, high police presence including caravan
To be covered in debriefs
- Key locations where enquiries have been undertaken
- Parameters of initial police activity
- what questions were asked and any perceived issues from respondents
- What records have been completed
- Who has been spoken to at what address
- Details of premises where there was no response
Part A form details
- Street name
- House number
- Flat number
- Personal details of all residents and visitors at time of offence
- Vehicle details or residents
Part B form details for each person spoken to:
- Personal details
- Home details
- Work Detauls
- Answers to specific questions
When a person spoken to in an area canvass has relevant information, the investigating member must:
- Arrange for them to provide a FWS
- Record on their part B form they have made a FWS and record their description.
- Ensure the witness information is conveyed to OC area canvass and 2IC asap
Before area canvass
- Define objectives, area and scope
- Obtain suitable street and other maps of the area showing houses and sections
- Visit and inspect canvass area and record all addresses
- Assess action taken to date
- Identify parameters to be covered
- Assess staff, transport and other resources
