Because chance has a a greater effect in smaller populations
In larger populations changes to allele frequency due to chance Are spread out over whole population

When an event causes a large reduction in the population size resulting in a large decrease in gene pool
Founder effect
When a few organisms form a population with a small number of DIFF alleles start a new population
