Only one bidder came forward with a bid well over the budget
What was the reason DelDOT received only one bid?
Because they had not considered construction feasibility - the bridge being so massive would require massive, very costly staging towers to just drop the pieces into place. Using the Traditional method meant contractors had no input in the design phase.
