How is command established at fire and medical responses?
first unit or officer to arrive at the scene of multiple unit responses must assume Command or pass Command
If command assumed, unit in command until relieved by ranking officer or until termination
Upon arrival, first arriving unit will:
give brief description of conditions
confirm assumption of command OR pass command.
Second arriving unit MUST assume command
On all “Smoke Showing” and “Working Fire” responses, the first arriving unit will:
give brief inital radio report including
–Building description: occupancy, construction, size (including height if over one story).
–Obvious fire conditions.
–Actions taken (brief description)
How is command designated on radio?

Normally will not change
All units will have what available to them to help with establishing command?
tactical worksheet to outline and record assignments and to assist in the transfer of Command
All units responding to multiple alarm responses will follow:
Standard Company Operations and staging procedures to support Command.
Nothing showing mode:
Normally, the officer will pass command and go with his/her company to check the situation.
Search and rescue mode:
First arriving fire units can operate in the Search and Rescue mode anytime there is a question whether or not potential victims are inside of the structure. In these cases, the 2 in-2 out provisions do not have to be met so long as the Search and Rescue crews advance a protective hand line for their protection. He/She can also pass command and radio involvement.
Fast attack mode:
When a fast interior attack is critical, He/She can pass Command and radio his involvement. In these cases, no lives are threatened. The company officer must operate within the 2 in-2 out guidelines.
Command mode:
The officer will assume a Command position and maintain that position until relieved by a ranking officer.
What can you do with your crew when assuming command?
use crew for an assignment outside the structure, i.e., water supply, etc.
assign company to another company to work under the officer of that company.
assign their company to perform staff functions
assign their crew to search and rescue if staffing is adequate.
Guidelines for ranking officer assuming command of first arriving officer
In cases of complex tactical situations that have not been declared under control, the first arriving BC will automatically assume Command after command transfer procedures have been completed.
In other situations with BC, is discretionary.
Discretionary for Chief and Asst Chief/Chief of Training
Procedures for transferring command within CoC
Arriving ranking officer will commuincate with one being releived face to face, or radio if need be
Transfer is then announced on radio
Officer being relieved briefs officer on general situation status
It will be the responsibility of Command to develop:
an organizational structure utilizing standard operating guidelines as soon as possible after arrival.
Dividing incident scene and exposures
Designated as alpha, bravo, charile, delta
IC responsible for designating buildings at an angle
In multi story structure, geographic designation is by floor
Once Command is established, all responding units (regardless of alarm) will stage
-in direction of travel
-stay uncommitted
remain approx one block until assigned
Exceptions to normal staging
- A rescue incident dispatched as rescue, R1 will respond directly, and position for maximum access
- If apparatus is not at normal inventory, must be announced at staging
- BASE area may be established at 1. major incidents 2. high-rise incident. Normal staging rules apply
Staging officer
- Should be designated by command
- If not designated, first arriving becomes staging officer, notifies command.
- Can be reassigned later
Staging officer communications
-Designated “staging” on radio
-Staging communication on -radio on b/t staging officer and IC; other officers report in person to officer
WARNING LIGHTS OFF
-Once officer assigns companies to sections, to where and whom report to, then they may communicate with radio
-Must give periodic reports
Ambulance staging
- Will be dispatched to staging area
- Officer will acknowledge presence to dispatch then give instruction to ambulance
- Separate area may be designated by officer at major medical incidents, inform command
Who is responsible for a company’s water supply?
- Each Engine company must assure its own uninterrupted adequate water supply
- Must get water into their pump by whatever means available
Maintain control of key hydrants.
Be certain that Engines are assigned to such key hydrants to provide the most effective fire stream operation.
In situations involving all commercial building fires (and possibly some residential)
all lines should be from Engines connected directly to hydrants or by utilizing 5” hose or 2-3” hose if necessary.
Hoeslines should be laid with strict attention to:
- the access problems they present
- Lay lines on same side of street and then crossover at fire if needed
- Don’t lay middle of street
Considerations for apparatus placement?
- Anticipate building failure and heat
- Position to anticipate working fire
- If endangered, operate lines between it and fire until repositioned
Considerations for truck placement?
If not needed for upper level access or rescue, position for effective pipe operations in case it goes defensive
Considerations for command vehicle placement?
- Allow for maximum visiblity of fire, building, surronding area, and companies
- Should be easy and logical to find
- Should not restrict movement of other apparatus
- Most often nearest corner of building where two sides visible
Ventilation considerations?
- Use more effective form in working interior fire situations
- Vertical, horizontal, PPV
Primary search must:
- extended to all involved and exposed occupancies that can be entered.
- All initial operations of IC must be designed around primary search
Secondary search must:
- be done by different company.
- be in a different area if conducted by same company as primary search.
Primary search communications?
- Completion reported with “ALL CLEAR”
- IC responsible for assigning, ensuring reports are made, and to transmit ALL CLEAR to dispatch
How does the stage of fire affect planning for rescue operations?
- Very minor/no life hazard, IC must get rapid search and a report of ALL CLEAR (can also verify no fire)
- IN RESCUE MODE UNTIL primary completed, regardless of fire control
- Working fire requires primary then secondary
How is primary search affected by full involved structure?
- immediate entry impossible, victim survival improbable
- IC must inform dispatch that fully involved and that will not report ALL CLEAR
- When fire control achieved, IC must assign secondary search
Primary search in large, complex occupancies?
- IC must assign companies specific areas and maintain control of all companies until completed
- If victims encountered and removed, other companies must be assigned to finish
Initial fire attack during primary search?
Must support recuse efforts
-Hoselines placed to control access, confine fire, protect escape routes
Priority for how to remove victims?
Simple to complex;
