Assess the incident and determine priorities as quickly as is feasible.
Determine the incident’s strategic goals and tactical objectives.
Develop, approve, and implement the incident action plan.
Develop an incident command structure appropriate for the incident.
Assess resources needed; and order, deploy, and release needed resources.

Coordinate the overall emergency activities.
Serve as the ultimate incident safety officer who is responsible for preventing firefighter injuries and/or death.
Coordinate activities of outside agencies.
Authorize information to be released to the media.

What is required to deviate from SOGs?
IC will detail
- the conditions that existed at the time that forced the change
- what was the strategic goal that the Incident Commander was trying to accomplish consistent with the Incident Priorities.

During emergency incidents, use every resource at their disposal to rescue those threatened and stabilize the incident.
How does IC ensure “unity of command” is followed?
Assign units to report to only one designated person in ICS
