Congress introduces first bills in support of vocational education. Davis-Bill of 1907, for example

Smith Lever Bill of 1912. Established the founding of a national system of agricultural extension to administered to land grant colleges.
1917
National Vocational Education Act of 1917. Promoted pre-collegiate vocational education in agricultural, industrial trades and home economics.
Effects of Smith-Hughes Act
Created the Federal Board for Vocational Education. Federal funds flowed to the states.
Support of the Smith Hughes Act
- students gain practical education
- democratized schooling that meets the needs of children
- promote industrial efficiency
- promote higher living standards for workers
Criticisms and Unintended Consequences of the Smith-Hughes Act
- separated students by gender
- Black students steered in vocational programs because they were deemed incapable of academic learning
- created “vocationalism”-that curriculum should be guided by economic priorities
