1966 White Paper on Immigration Act
● In 1966, The White Paper on Immigration was a policy document commissioned by the Liberal government of PM Lester B. Pearson to review immigration legislation and make recommendations on its restructuring.
● Tabled in Parliament by Jean Marchand, the minister in charge of the newly formed Department of Manpower and Immigration, which was the name of the branch of the Canadian government responsible for administering immigration policies.
● A major review policy was necessary in response to the changing economy in Canada. Skilled workers were increasing in demand as manufacturing, professional, managerial, and technical occupations grew in importance.
● Despite the economic shift, the immigration rate of unskilled and undereducated sponsored immigrants remained high, leading to growing unemployment.
● An existing sponsorship system allowed Canadian citizens and permanent residents to sponsor relatives.
● Under the proposed new system, Canadian citizens would be permitted to sponsor a broader range of
dependent and non-dependent relatives.
● The White Paper on Immigration also recommended the revision to prohibit classes of immigrants to
remove barriers against those who did not present a true danger to the country, such as homosexuals
and chronic alcoholics.
● Existing legislation gave the minister responsible for immigration broad discretionary powers in
determining the admissibility of immigrants, but the report recommended placing restrictions on their
authority to create a more impartial system.
● The controversy around the White Paper led to the Department of Manpower and Immigration to
re-evaluate its policies, leading to the implementation of new regulations in 1967.

1976 Immigration Act
● In 1973, the minister of manpower and immigration robert andras commissioned a major review of existing immigration policy.
● A special committee was appointed to examine the green paper and hold hearings across the country. The committee made 65 recommendations on the structure of immigration policy.
● Nearly all were accepted by the gov and incorporated into the Immigration act introduced in 1976.
● The immigration act of 1976 was the first immigration act to clearly outline the fundamental objectives
of Canadian immigration policy, define refugees as a distinct class of immigrants, and impose a
mandatory responsibility on the gov to plan for the future of immigration.
● The immigration act of 1976 came into effect April 1st, 1978

● Classes of inadmissible immigrants underwent significant revision. The exhaustive list of prohibited individuals was replaced in broader categories of exclusion relation to health , public safety, criminality, propensity for violence and fraudulent immigration claims.
● In 1979, Canada embarked in a program allowing private groups to sponsor refugee individuals or families, bring them to canada as permanent residents, and assist them in settling here.
● The act broadened who had a role in shaping policy and establishing annual immigration levels. It provided provincial governments, ethnic groups, and humanitarian organizations the opportunity, through consultations with the federal government, to have their views heard by federal immigration officials
