Ensure all eligible kids have FAPE in the Least Restrictive Environment the promotes SPED and related services to meet the kids unique needs to prepare them to further school, find employment, or live independently

Assessments must be done in students native language in ways they will understand
Assessment done by unbiased individual for the areas of suspected disability done by multi-disciplinary team reevaluations are done every 3 years
