- Iraq 1991 - Gulf war - Iraq invaded Kuwait
- 9/11 - Iraq war 2003 - self-defence???
- Rwandan genocide 1994 - killed the Tutsi - no intervention

- not actually for humanitarian reasons
- lives of armed forces are risked
- problem of abuse
