Aircraft accident
An accident in which any person suffers death or serious injury, or in which the aircraft receives substantial damage
Civil aircraft
means any aircraft other than a public aircraft
Fatal injury means
any injury which results in death within 30 days of the accident
Incident means
an occurrence other than an accident, associated with the operation of an aircraft, which affects or could affect the safety of operations
Operator means
any person who causes or authorizes the operation of an aircraft, such as the owner, lessee, or bailee of an aircraft
Public aircraft means
an aircraft used only for the United States Government, or an aircraft owned and operated (except for commercial purposes) or exclusively leased for at least 90 continuous days by a government other than the United States Government

Stagnant Hypoxia
Hypemic Hypoxia

Hypoxic Hypoxia
commonly called altitude hypoxia
the partial pressure of oxygen gets lower and the lungs cannot effectively transfer oxygen from the ambient air to the blood to be carried to all tissues in the body
Hypemic Hypoxia
caused by the reduced ability of the blood to carry oxygen
Stagnant Hypoxia
This type of hypoxia occurs at the circulatory level. If the blood flow is compromised for any reason, then sufficient oxygen cannot get to the body tissues
Histoxic Hypoxia
This type of hypoxia happens at the cell level. This means that the cell expecting and needing the oxygen is impaired and cannot use the oxygen to support metabolism
