A
Because of the cost and time it took for their cases to be heard by the ECtHR (Link to s.7 here)

Why did the HRA Decrease in popularity?
A
Because of misscarages of justice that surrounded the time that a Bill of rights was introduced. (Abu Qatada/Ibrihim Cases)

Whats a good thing about a bill of rights?
A
It would be entrenched meaning that governments after its been implemented, cannot change it.
