8
Q

Why do we also place a Hold Tag on the upstream breaker when a Hold Tag is requested downstream of a line recloser?

A

We don’t trust that the recloser will isolate the downstream fault without also tripping the upstream breaker.

16
Q

What is the process for applying Hold Tags when a DER is involved? (6 steps)

A
  1. Try to move the spinning mass closed transition or Co-gen to another circuit.
  2. If it cannot be moved, field personnel must locally disconnect the spinning mass closed transition or Co-gen.
  3. Notify $SEMDIST.
  4. Field personnel must open and/or verify open, lock and tag the disconnect.
  5. DSO must enter the Hold Tag in EMS on the DOC Distributed Generation screen.
  6. DSO must place the hold tag on the upstream circuit breaker.
17
Q

If a Hold Tag is requested on the primary, alternate or both circuits that an ATS is on, where must the work location be for us to have to take action with the ATS?

A

The work location must be downstream of the ATS.

18
Q

What steps need to be taken to install a Hold Tag downstream of an ATS via supy? (6 steps)

A
  1. Pull up ATS in EMS.
  2. Place Hold Tag on Auto/Manual device via supy control.
  3. Place ATS into Manual.
  4. Verify ATS went to Manual and Ready to Transfer State is “NO”.
  5. Place Hold Tag on upstream circuit breaker feeding the ATS’s load.
  6. Notify $SEMDIST.
19
Q

What steps need to be taken to install a Hold Tag downstream of an ATS locally? (7 steps)

A

Field personnel must:
1. Verify the present position of the ATS.
2. Use the control point to place into Manual.
3. Verify the ATS went to Manual and Ready to Transfer State is “No”.
4. Install “Do Not Operate” tag and lock control box.

DSO must:
5. Place Hold Tag on Auto/Manual in EMS on the associated device.
6. Place Hold Tag on upstream circuit breaker feeding the ATS.
7. Notify $SEMDIST?

20
Q

What steps need to be taken to remove a Hold Tag downstream of an ATS, locally? (7 steps)

A

Field Personnel must:
1. Verify present position of ATS.
2. Use control point to place into Auto.
3. Verify ATS went to Auto and Ready to Transfer State is “YES”.
4. Remove “Do Not Operate” tag inside and lock control box.

DSO must:
5. Remove Hold Tag directly on Auto/Manual in EMS on the associated device.
6. Remove Hold Tag on upstream circuit breaker feeding the ATS.
7. Notify $SEMDIST?

21
Q

If the DOC needs to release a Hold Tag and cannot get ahold of the Hold Tag Owner, who should the DOC contact?

A

The Hold Tag Owner’s Supervisor.

22
Q

Customer DFA Teams (Enhanced Services) are identified with…

A

“-C” or “-c”

23
Q

What steps needs to be taken to install a Hold Tag on a DFA team via supy? (3 steps)

A
  1. Place Hold Tag on parent breaker feeding the DFA team.
  2. Verify DFA team went into Manual in EMS.
  3. Place Hold Tag on Auto/Manual control point in EMS.
24
Q

What steps needs to be taken to install a Hold Tag on a DFA team, locally?

A
  1. Place Hold Tag locally on parent breaker feeding the DFA team.
  2. Verify DFA team went into Manual.
  3. Place Hold Tag directly on Auto/Manual control point in EMS.
25
Q

What steps needs to be taken to remove a Hold Tag on a DFA team, locally?

A
  1. Field personnel removes Hold Tag locally on parent breaker feeding the DFA team.
  2. Field personnel place DFA team to Auto, locally.
  3. DSO removes Hold Tag from Auto/Manual control point in EMS.
  4. Field personnel and DSO verify DFA team went into Auto.
