The MOJ would set the responsibilities and policies as they oversee all state prisons
The Government oversees the budget for state prisons and will provide some grants to private prisons
The Government also ensures that all Prison officers have enough power to enforce the law and are able to do so safely while not risking their lives.

Prisoners are held locally once arrested and are transported to prisons if a remand to custody has been ordered by the courts.
Police would arrest a prisoner recalled whilst on probation and ensure return to prison
Police will also search for and arrest escaped prisoners

Crime in Prison Referral Agreement — CPS will review crimes committed in prison to see whether the prison disciplinary system can deal with the offence or whether it is will be referred to the police.

It is the judge who sets a term of imprisonment including the length, type and whether it is concurrent or consecutive
Those defendants who have been denied bail by the courts will be remanded to prison
If an offender is on remand, the courts and prison service must liaise with each other to ensure the defendant appears before the court.
Prisoners must be brought to and from the court when hearings are listed so administration and communication between the two are important
The prison service may need to produce the offender for a court appearance via a video link rather than in person at a court.
Prisoners would be held in court cells pending their court hearing and return to prison

Overseeing all prisoners once released if on licence or parole
They may liaise with the prison when an offender is about to be released. They attend meetings in prison and provide prison governors with reports that help determine whether a prisoner should be released and under what conditions
Overseeing all prisoners who have served a sentence of up to two years, and released on licence for a minimum of 12 months
MAPPA: The police work with the probation and prison services, sharing information with other agencies to assess and manage violent and sexual offenders in order to protect the public from harm

The Prison Reform Trust (PRT): is a charity which works to create a just, humane and effective penal system. According to its website, it aims to:“Improve prison regimes and conditions, defend and promote prisoners’ human rights, address the needs of prisoners’ families, and promote alternatives to custody.” Their “Building Futures” focuses on how long sentences impact prisoners, their families and wider communities.
Howard League of Penal Reform: aims are less crime, safer communities and less people in prisons. They have run many campaigns including their campaign ‘Books for Prisoners’. The charity won an award for this campaign in 2015.
