As the air is rising (see diagram to the right) it cools down and water droplets form clouds- so it is cloudy and rains.
The rising air causes wind- so it can get very windy.

As the air is sinking clouds can not form. So it is not cloudy and does not rain.
The weather is sunny and not very windy.
