Finance under Wolsey
- Act of resumption 1515 to increase crown revenue from £25,000 per year by returning crown lands
-Amicable grant 1525 additional tax to fund H8’s expenditure to France. Caused rebellion in East Anglia and widespread non-payment as it followed forced loans and subsidies which were still being collected
- Wolsey raised £322,000 in subsidies, £240,000 in clerical taxation amd £260,000 in forced loans but government expenditure 1509-20 was £1.7mil
Government under Cromwell 1530-40
- Law- in 1540 an act abolished sanctuary
- Finance- In 1536 the court of Augmentations was established to deal with the income from from the dissolution of the monasteries
-Crown income increased from £150,000 to £300,000
-The privy council decreased from 70 to 20
Wales and the North
-Act of Union 1536- Wales became incorporated into the English legal and administrative system
-Wales was divided into 3 shires and the King’s authority was felt more directly from 1534
-1536 the authority of the Council of the North increased
Wolsey’s legal reforms
-Wolsey used the court of star chamber to attack to attack nobles and local officials who abused their power and increased the number of cases heard every hear to 120
-Wolsey also used the Court of Requests to hear from poor people’s cases
-However Wolsey’s reforms did not tackle the issues as a whole
Wolsey in government
- 1526 Eltham ordinances which laid out methods for reorganising the chaotic finances of the privy chamber but in reality Wolsey was using it to reduce the importance of others in court and increase his influence in government
- The Duke of Buckingham offered Wolsey so he played on Henry’s insecurities to have him imprisoned and arrested 1520-21
-1514 he was made Archbishop of York
-1515 he was made Cardinal by Pope Leo X
-1518 appointed papal legate by Leo X
1540-47 Government
-Henry no longer wished to have a chief minister and was more involved particularly on religious and foreign policy matters
-The privy council was ridden with faction with conservatives on one side and the reformers on the others
