- They had retained armies which could have been a threat however limited their power to retain while still keeping some for his own protection

- North westerly areas were more sparsely populated

Yorkshire rebellion
A
- 1489, sparked by resentment towards taxation granted by parliament in order to finance army
- Murdered Earl of Northumberland
- It was put down reasonably easy but was still a concern

Cornish rebellion
A
- 1497, sparked by the demand for extraordinary revenue to fund wars with Scotland
- Posed a greater threat than Yorkshire due to the high number involved (15,000) and the fact that it got to Blackheath
