Health & Safety Flashcards
What is the HSE
- Health and safety executive
- National watchdog for work safety, health and illness
- acts in the public interest to reduce work related deaths and injuries by ensuring risk in the workplace are properly controlled
- Helps businesses adapt to changes in law and practice
What is a Construction Phase Health and Safety Plan
- H&S management document specific to the project
- includes project details, personal, type of work and emergency arrangements
- identifies risks and control measures to reduce or eliminate
What is the considerate constructors scheme (CCS)
- non profit organisation which encourages contractors and their sub-contractor to implement best practice
- respecting the community
- valuing the workforce
Name some common health and safety risks in Construction
- Working from height
- fire
- vibration
- falls, slips, trips
- manual handling
- asbestos
- electricity
what are the implications of a member of the public being injured by project work activities
The HSE must be notified if the person is taken directly from the scene to hospital to receive treatment
- site management then need to investigate the incident and take steps to prevent re-occurrence
What is Absestos
Naturally occurring fibre with excellent strength and heat resistant properties
banned in the UK from the since 1999 because of health risks
Control of asbestos regulation 2012
designed to protect individuals from exposure to asbestos by ensuring employers and building owners manage asbestos risks appropriately.
Different type of asbestos surveys
- Management survey; manages risks associated with occupation
- Demolition survey; required if any part of the building is going to be demolished or refurbished
What are the different types of Asbestos
Crocidolie (straight blue fibre, most lethal)
Amosite (brown asbestos, 2nd most common)
Chrysotile (long curly fibres, most common, usually white)
What does RAMS stand for
Risk Assessment Method Statement
- Risk Assessment: identification of a hazard, measuring the risk, outlining methods of elimination or reduction
- ## Method statement: methodology of working practices, outlining hazards and step by step guidance on executing safely
What is surveying Safely
RICS guidance note document on setting out good practice principles for managing H&S
Defines a safe person as behaving responsible for their own, colleagues and others health safety
What are some of the health and safety regulations that are applicable to a construction project
Health and Safety at Work Act
CDM regulations
COSHH
Management of Health and Safety regulations
Working at heigh regulations
What are the key principles of the Health and Safety at work Act
- General duties of the employer to employees and members of the public
- Requirements to complete risk assessments
- Adequate training in regard to H&S
- A safe working environment and management thereof
What is COSHH
- Provides details of emergency procedures
- includes items such as chemicals, vapours, germs, dust
What are the key principles of the CDM regulations
- To ensure that all stakeholders consider the H&S risks of those undertaking the works
- places statutory duties on, on clients, principle contractors and designers
- Improves safety through design, planning and management
What is the role of the principle designer under the CDM regulations
- To provide input into the design pre-contract (plan, manage, monitor)
- co-ordinate everyone pre-construction phase to help reduce or eliminate risks
- Help advise the client on collating the H&S information
- lipase with the principal contractor to manage risks into the construction phase
What is the role of the Principle Contractor under the CDM regulations
- Plan, manage and monitor H&S during the construction phase
- identify and manage risks on the construction site to protect the public.
- Prepare CPP
What is a Pre-Construction Information Pack
A document provided by the client regarding known project details distributed to the principle designer and contractor
Includes Environmental restrictions, H&S file, access and agress, site restrictions, emergency details
What is a H&S file
- A specific requirement of the CDM regulations
- ensures H&S matters are documented for future users of the site
- All stakeholders are required to provide the information
- Principle designer is responsible for collating the file
- Issued to the client upon completion
What kind of Information should be included in a H&S file
- Drawings and specifications
- Description of works carried out
- Hazards associated with materials used
- information regarding installed plant equipment
- nature and location of significant services
- any residual hazards that remain
What is the Building Safety act 2022
Applicable for high risk buildings which are over 18 meters or 7 storeys
introduced a building safety regulator to be a point contact and take reasonability for the building
set requirements on the golden thread of information to be created, stored and maintained that informs and governs a building safety.
What is the role and responsibility of a QS under CDM regulations
As QS i am considered as a designer under CDM regulations. liase with the professional team and advise the client of obligations under the CDM regulations
- Communicate and co-operate with all other designers and the contractor
How are CDM regulations structured
Into 5 Parts;
- Definitions and application
- Client duties
- H&S duties and roles of duty holders
- General requirements
- transitional arrangements and revocations
