To provide comprehensive secondary health care services to the people in the district at an acceptable level of quality and to be responsive and sensitive to the needs of people and referring centres

1) No of functional hospital beds per 1 lakh population
2) Ratio of doctors , nurses and paramedical staff
3) Stock out rate of essential drugs
4) Blood bank replacement rate
5) Post surgical infection rate
