Why was there little govt action
Laissez Faire attitude
didn’t want govt to take action so they could pay less in taxes
govt wasn’t informed on the latest developments in healthcare and science so took a while for things to be implemented
reliance on local authorities to do their part which not all did
Changing Government attitudes late 19th-early 20th century
as more people were allowed to vote govt made more improvements in hygiene and housing in the late 19th century especially for those who were in poverty.
Boer War 1899-1902 needs soldiers to fight but many were unfit
Liberal Government details
Liberal govt more sympathetic to ordinary people than conservatives. introduced measures many saw to be the beginnings of the modern welfare state.

1908 illegal to sell tobacco or alcohol to minors
1908 old age pensions
1909 labour exchange for short term jobs
