Made up of approx 50 councillors
Initially the most important, main centre of government + admin
Why did the Privy Council get used less + less under Mary?
It was too large + had too much factional rivalry to conduct business effectively

- Initially: chose Catholic councillors from her Household she could trust
- Later: chose several moderate members of Northumberland’s council with more political + admin skill/experience
