OPENESS - more freedom for people to say what they really thought.

It’s economy was failing and the soviet people were unhappy and distrustful of the government.

It was when Raegan and Gorbachev said they would work to cut down the number of nuclear weapons.

An agreement that got rid of all 500-5500km nuclear missiles each superpower had - better than SALT I
