A

- allows like-minded states to create binding international law
- can be more flexible and responsive rather than acting for the majority

- allows states to respond very quickly to crises and form agendas with maximum freedom

A
- can become gridlocked
- less meaningful for smaller countries if they have no clear power
- effectiveness is dependent on the collective determination of an IGO’s member states

- states can choose not to sign and ratify treaties
- cooperation remains a choice and it can be difficult to force states to comply with treaty obligations
