‘sneaky’ this was the actual name of the chancellor of Germany and is ironic because he became chancellor in between the arguing over whether von Papen or HItler should become chancellor!

refers to the years of peace and diplomacy after the Locarno treaties were signed

‘lance corporal’ Hitler reached gefreite during WWI. He received the Iron Cross Second Class in 1914 and the First Class in 1918.
