The rationale is at the surface where photosynthesis is happening, phosphate is being reduced (so it’s low) and oxygen is being generated (so it is in abundance). Then as one goes deeper less photosynthesis is happening do less phosphate is being used up ( so it goes up in concentration) and more oxygen is being consumed in respiration (so it goes down)
