What is genocide?
A systematic murder of a specific religious group or ethnic group

Role of International community?
genocide convention:legal responsibility
- A person that commits a crime under international law will be responsible
- State doesn’t have a law against act, but international community does the person will be held responsible
- Ones position in gov., head of state, does not provide exemption from being held responsible
- Simply following a direct order, does not provide exemption from punishment-moral choice was possible

This lead to the Genocide Convention by Truman however the senate did not understand and feared their past actions could be looked as genocide
