• Britain and France drew out this protocol. It said that if 2 members were in dispute they would have to ask the League to sort out the disagreement and that they had to accept the council’s decisions.
• They hoped that this would strengthen the league. Before the plan was enforced there was a general election in Britain. The new conservative government refused to sign the protocol, they were worried that Britain would be forced to agree to something that it was not interested in.
• So the protocol weakened the League
