The room was covered in groundwater and the water undermined some unstable rock.

How are soda straws formed?

A

A water droplet saturated with calcite collects on a cave ceiling, carbon dioxide is lost from the droplet and calcite deposits as a ring of mineral. The tiny hole clogs and cannot continue to carry the water through the center. The water must flow down the outside of the straw to deposit mineral and create the familiar carrot shape.

How to the minerals fluoresce?

A

The UV energy causes a reaction in certain minerals that causes them to react by glowing or flourescing. This flouresence is the result of some of the electrons first gaining and then losing energy from the UV light energy. The cave glows because its covered with a calcium carbonate formation.
