Check Construction commencement date

12.02.21 - Client PM waiting CEO approval of the contract to officially engage the Main Contractor.

IFC to be produced by 22/01 to align with the contract / Main Contractor engagement timeframe

29.01.21 - RCP sent Contract to Contractor for review / acceptance. Contract executed next week with an immediate start on site.

Check with Client about Induction to site

RCP confirmed both amendments have been approved by Council ad contract is signed

What are pre-start site meeting items to be discussed?

  • Checking that all relevant Resource Consents, Building Consents, are obtained.
  • Any Relevant reporting format and dates required, (H&S Plan, Construction Project Progress Report,
    Monthly financial report by the QS, Monthly design team changes report)
  • Programme, critical paths.
  • Construction Set of documentations – ensure the main contractor has the most updated set of coordinated
    documentation.
  • Agreed meeting schedules and the main personnel to be committed to that schedule.
  • Making sure the chain of Communication is clear – (RFI/CAN/CI … in the case of a 3910 contract)
  • Confirming Insurances are all in place.
  • Making sure the team understands the limitations of authorities, for instance in the case of a 3910
    contract, the difference in ETC’s role and the Engineer Representative’s role. Making sure consultants
    cannot give instructions to the contractor.
  • Identification of early risks.

Importance levels

A

The Building Code is published in Schedule 1 of the Building Regulations 1992 and contains clause A3 Building importance levels
Describe risk and structure factors for the purposes of clauses C1 – C6 Protection from fire
A building is given an importance level (1-5) determined by risk to human life, the environment, economic cost and other risk factors in relation to its use

Examples of why you might fail CPU?

A

Certificate of Public Use – this is a certificate provided by council to advise that they have assessed the construction site and areas within the consent which are to be considered safe for use by the public. This is the contractors contractual responsibility as they control their construction mitigation measures such as hoardings and sub-contract producer statements. Council rely on producer statements from the installers and designers to confirm that critical building systems (Air supply, Alarms, emergency lighting etc…) are operable within any spaces intended to be occupied by the public (Public - anyone not being a trained contractor undertaking construction related works).

If you want to let the public use a building before we issue a code compliance certificate, you must apply for a Certificate for Public Use

Public premises can only be occupied if a Code Compliance Certificate (CCC) has been issued or a CPU is in place. It is an offence to occupy or use a building without either a CCC or CPU. These certificates may apply to all or part of a building.

You can apply for a CPU when a consent has been granted for building work in a building that is to be used by the public, but no code compliance certificate has been issued yet.

This certificate enables the public to use the premises until a CCC is granted.

Anyone who owns, occupies or controls premises intended for public use can apply for a CPU.

CCC is a formal statement confirming Council are satisfied all building work has been completed in accordance with the building consent we issued. You may also need to submit a producer statement or Record of Building Work application to get a CCC.

CCC to complete a sale and purchase agreement, or when you apply for home insurance. Residential property developers must have a CCC to complete the sale of a household unit

Section 92 of the Building Act 2004 requires an owner to apply for a CCC once all work carried out under an issued building consent is complete

CCC to be applied 2 years after building consent is issued.

A

discharges contractor from obligations
affects:
liquidated damages, release of retentions, defects liability period, insurances and bonds.
Since we weren’t administering the contract, our scope included:
final inspection and input to defects register
advice to ETC for consideration when granting PC
review discipline specific as-builts and O&M manuals and provide comments to PM

I would normally run a warranties and as-built schedule from the specification and cross reference against that throughout design.

Health and safety going to site

A

Harness use - MEWPs(mobile electronic work platforms), I have! for phase2. Follow contractors rule and accompanied by qualified operator.
WM is not allowed to go into confined spaces. Shafts, ducts, lift pits, storage tanks.
Traffic management
machinery on large sites, mobile cranes, have eye contact with driver, stick to dedicated paths,
Temporary works, temp works failed and caused injuries,
Dust - need PPE, question why go in there. air borne chemicals mask, glasses.
Hazard board - what theyre doing what the risks are, where they are
walked on scaffolding yesterday doesn’t mean its safe today. saffolding started to bow but had a tag.
Silicate , siliciosis - air borne particles in lungs from cutting, composite stone bench tops,
near miss, low severity,

injury or asbestos, talk with project lead and who need to talk to.
