A
  • avoid voters being persecuted/prevented from voting by threats of violence/attacks on polling stations
  • Avoid voters being intimidated/bribed
  • ensure that the counting is transparent/independent to not be tampered with
  • ensure that ballot papers are not deliberately discounted/lost/destroyed
