Explain forced entry to arrest without warrant
A
Shall not attempt forced entry into private building to arrest violator without warrant unless:
1. Exigent circumstances exist (fresh pursuit, hostage, active shooter)
- Failure to enter and arrest would cause undue hazard to officer
- Status quo cannot be maintained and scene cannot be secured and held until warrant obtained

Explain forced entry with an arrest warrant
A
- All reasonable measures to secure voluntary submission have been exhausted
- Failure to pursue arrest at that moment will create immediate danger to life or GBI
- There are sufficient officers to control the arrest situation and surrounding areas

Explain forced entry to provide emergency assistance
A
- When info received regarding sick, injured, or deceased persons inside.
- Decision to force entry made only after other alternatives are exhausted.
- Entry should be immediate when necessary to protect life.
- Extreme caution should be used to minimize potential for violent reaction by unaware inhabitant.

Factors to consider when deciding whether or not to use forced entry
A
- Seriousness of suspected offense
- Need or exigency to force immediate entry vs waiting for additional resources- has info been verified? Are officers creating exigency? Are there enough officers on scene to deal with contingencies?
- Warning signs- prior history with location or suspects
- Control of on-scene involved parties- are they sufficiently contained to prevent interference
- Available force options- lethal, less-lethal, K-9
- Additional resources- K-9, crisis negotiator, 5150 professional
- Breach and hold vs. breach and enter immediately
- Contingency plans
- Available communications
- Armed barricaded subject- Procedure 408 to determine need for SWAT
